The dynamic for FY17 defense spending to finally be approved is moving from a question of “when” to a question of “how much.” While negotiations are ongoing, a short-term extension of the CR from 28 April until 5 May appears both imminent and favorable, according to McConnell.  The once-dead FY17 supplemental ($30B) has been resurrected, albeit at a still undetermined reduced level. Details for Affordable Care Act (ACA) and DHS funding are the final elements to be stamped out, and should be agreed in a compromise next week. Congress has been clear – “nobody wins in a shutdown.” In this situation, delaying a few more days is a promising development. More to follow as it unfolds.
